Yes. The score orders the list, it does not decide for you. You can approve any candidate at any position, move someone forward manually, or reject a top-ranked profile without explanation.
As many as genuinely qualify. iRabt does not pad a shortlist to hit a number. For narrow specialties that may be three strong candidates rather than twenty weak ones.
